This  interesting combination is ideal for the budding dictator who has little or no interest in human rights!  The very solid anchor pin requires an equally solid wall.  Just drill a 12mm hole, insert the pin and then drive home the small needle shaped pin through the centre shaft.  This causes the end of the pin to expand and the black oxide finished handcuff is then permanently secured, as will be your prisoner!
