A bit severe this combination but it has been designed with very strict restriction of a prisoner's movement in mind.  Firstly the leg irons (Chinese oversize leg irons E with just one link) are applied to the prisoners bare ankles or ankles with boots.  Next the prisoner's hands are placed in the Yuil type handcuffs.  The additional chain which is approximately 8 inches long can then be attached by padlock to a solid floor anchor.  The whole combination is joined together with just one stout welded ring.
