This extra special combination is designed for a law enforcement situation requiring complete control over the prisoner.

Firstly the neck collar is applied to the prisoner's neck (up to 17 inch (43cm) neck circumference.  Then the leg irons are secured with the chain running infront or behind.  Finally the prisoner's hands are secured in the rigid handcuffs. 

The length of chain between the neck collar and leg irons chain is 92cm and the handcuffs are secured 45cm below the neck.  The separate chain between each leg iron is 38 cm long.  The whole collection weighs around 1.6 kilos.
